FAQs - CARES Act

What are the application dates for the Archbishop fund? Is there a deadline?
Fund requests will be reviewed on a first come-first served basis. Funds will remain available until the Archbishop fund has bee completely utilized or until the end of the government program, which is set to expire September 30, 2022.

I have a balance due to the university, will these funds be used for that?
No, the funds were distributed directly to students.

I recently graduated from STU; can I apply for funding?
Any student who graduated or withdrew from STU prior to the award date was not eligible to receive a grant. Additionally, those similarly situated students are unable to apply for Archbishop funds.

My income has dropped due to COVID, can I apply for Federal CARES Act funding?
Income loss or variation is not a criterion under CARES Act funding. However, you may apply for Archbishop funds and if adequate need is determined, you may be eligible to receive funding based on your expenses incurred as a result of COVID-19.

When should I expect to hear back regarding my application submission?
Applications to receive funds from the Archbishop fund will be reviewed as they are submitted. Reviews will occur in a timely manner, and a decision will be reached no later than 3 weeks after your application submission.

My financial aid totals my cost of attendance, will that prevent me from being considered for these funds?
No. These funds are not tied to your cost of attendance.

I am enrolled in STU’s online program, can I apply for these funds?
Students who were enrolled exclusively in an online program on March 13, 2020, the date of National Emergency, are not eligible for these grants.

Can International students apply?
No, based on guidance issued by the federal government.

Can a graduate or law student apply for funds from the Archbishop fund?
Yes, these funds are available to all Title IV eligible students at STU.

FINAL Report Higher Education Emergency Relief Fund Reporting – Emergency Financial Aid Grants to Students | Download (PDF)

St. Thomas University (STU) acknowledges it signed and returned the Certification and Agreement to the U.S. Department of Education on April 12, 2020. STU assures it has used more than 50% of the funds allocated to provide Emergency Financial Aid Grants to students.

  • Total amount of funds STU received from the U.S. Department of Education for grants to students is $648,190.00.
  • Total amount of remaining funds STU received from the U.S. Department of Education for grants to students in the name of the Archbishop Fund for Emergency Financial Aid was $109,750. The Archbishop fund was created after issuing the first round of the $648,000 allotment to students.
  • Estimated total number of STU students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants under Section 18004(a)(1) of the Cares Act is 1,019.
  • The previous total number of students who have received an Emergency Financial Aid Grant under Section 18004(a) (1) of the Cares Act is 880.
  • The total number of students who have received an Archbishop Fund for Emergency Financial Aid Grant under Section 18004(a) (1) of the Cares Act is 152.
  • The methods STU used to determine which and how much students would receive for the first round of Emergency Financial Aid was as follows:
    • Full-time enrolled students in a traditional program (main campus/blended) during the Spring 2020 term.
    • Eligible for funding under Title IV of the Higher Education Act of 1965.
  • The methods STU used to determine which and how much students would receive for the Archbishop Fund for Emergency Financial Aid was as follows:
    • Full-time, three-quarter [3/4] time and half-time [1/2] graduate, law and undergraduate enrolled students in a degree program (main campus/blended) during the Fall 2020 term.
    • Eligible for funding under Title IV of the Higher Education Act of 1965.
    • Awards are allocated based on criteria below:
  • Undergraduate Pell eligible students with a 0 EFC:
    • Full Time – $800
    • 3/4 time – $600
    • 1/2 time – $400
  • Undergraduate Pell eligible students with an EFC greater than 0:
    • Full Time – $750
    • 3/4 time – $563
    • 1/2 time – $375
  • Undergraduate Title IV eligible, non-Pell eligible students:
    • Full time- $700
    • 3/4 time – $525
    • 1/2 time – $350
  • Title IV eligible graduate and Law students
    • Full time – $600
    • 3/4 time – $450
    • 1/2 time – $300
